According to the Daily Star, Milan have been in constant contact with Mangala’s agent, Jorge Mendes.
The Rossoneri’s offer to City is a loan with the obligation to buy at €20 million.

Mangala was purchased a few seasons ago as Manchester City paid €34 million for the French defender. It doesn’t seem he is in Pep Guardiola’s plans, as they didn’t include him in the Champions League roster list. City will look to Valencia’s Mustafi as a replacement if an agreement can be reached.
The Frenchman is under contract until 2019, but Milan may look to add another reinforcement at the back end.
